The 2009 Regular Session of the Louisiana Legislature will end on June 25th at 6:00 p.m. With regard to legislation
that LFBF wanted to pass, kill, or amend, we were able to achieve all of our goals this session. The only outstanding
issue we continue to work is funding of the LSU AgCenter. Regardless of what you have heard, it is only half-time of
the budget game.
HB 90 by Rep. Ligi amends the crime of cruelty to animals. This bill passed the House by a vote of 82 to 8 and has
now been referred to the Senate Judiciary Committee.
HB 158 by Rep. Anders provides relative to drought relief wells. This bill passed the House as amended by a vote of
96 to 0. On June 2 it passed the Senate by a vote of 37 to 1 and is now enrolled. It was signed by the Governor on
June 9 and goes into effect August 15, 2009.
HB 233 by Rep. Gallot moves the Louisiana Seafood Marketing and Promotion Board under the office of fisheries in
the Department of Wildlife and Fisheries. This bill was reported favorably from the committee on Senate Natural
Resources and passed the full Senate by a vote of 36 to 0.
HB 408 by Rep. Anders revises the duties and powers of forestry officers. This bill passed the House by a vote of 98
to 0. It has now passed the Senate as amended by a vote of 39 to 0. The House concurred with the Senate
amendments by a vote of 88 to 1 and is now enrolled.
HB 410 by Rep. Badon authorizes the taking of certain quadrupeds destroying crawfish. This bill was reported
favorably from the Senate Natural Resources Committee and is now set on the Senate Orders.
HB 439 by Rep. Ellington requires country of origin labeling in retail and food service establishments for catfish
products. This bill was considered in the House on June 9 but they refused to concur with the Senate amendments.
The House appointed a conference committee of Reps. Ellington, Anders, and McVea. It is now set on the Senate
Orders.
HB 454 by Rep. Simon creates a joint Agriculture study committee to look at securing the investment a tenant farmer
has in his crop. The Senate Agriculture Committee reported this bill favorably on Tuesday, June 9.
HB 551 by Rep. Mills creates a public safety campaign and labeling program for Chinese seafood. This bill was laid
out for consideration in the Senate on June 9. One amendment was adopted on the floor and then it passed the
Senate by a vote of 31 to 4. It is now set on the House Orders.
HB 711 by Rep. Ritchie creates the Forestry Product Fairness Act. This bill passed the House as amended by a vote
of 94 to 0. It was reported favorably from the Senate Agriculture Committee and is now set to go before the full
Senate.
HB 829 by Rep. Cortez transfers responsibilities relating to water wells and drillers from DOTD to DNR. This bill
passed the House by a vote of 96 to 1. It was then reported favorably as amended from the Senate Natural
Resources Committee and is set to go before the full Senate.
HB 835 by Rep. Johnson authorizes the Public Service Commission to implement the Federal Railroad Safety
Program State Participation Agreement. This bill was reported favorably from the House Appropriations Committee
and will be heard on the House floor Monday, June 15.
SB 31 by Sen. Adley provides with respect to the penalty for the unnecessary unjustified causing of physical pain,
suffering or death of an animal. This bill passed the Senate by a vote of 37 to 0. It was then reported favorably as
amended from the House Administration of Criminal Justice Committee and passed the House by a vote of 68 to 18.
It is now set on the Senate Orders.
SB 60 by Sen. Kostelka increases the prescriptive period for certain actions for harvesting and sale of timber. This
bill passed the Senate by a vote of 38 to 0. It was then reported favorably as amended from the House Civil Law
Committee and passed the House by a vote of 83 to 0. It is now set on the Senate Orders.
SB 154 by Sen. Thompson abolishes the State Market Commission and Farm Youth Loan Program and makes
changes to various boards, commissions and offices within the Department of Agriculture and Forestry. This bill
passed the House as amended by a vote of 99 to 0 and ordered to the Senate. The Senate then concurred with the
amendments by a vote of 34 to 0. It is now enrolled.
SB 271 by Sen. Nevers creates the Forest Product Fairness Act. It passed the Senate by a vote of 37 to 0. The bill
has now been referred to the House Ways and Means Committee.
SB 283 by Sen. Walsworth amends the Louisiana Mega-Project Development Fund to allow for the purchase of the
Pilgrim’s Pride poultry plant in Farmerville. This bill passed the House by a vote of 103-0. This bill was signed by the
Governor and became effective 5/12/2009.
SCR 34 by Sen. McPherson urges and requests the Governor to support the objectives of the 25x25 initiative with
biofuels. It was signed by the President of the Senate and the Speaker of the House and is now on its way to the
Secretary of State.
